ARTICLE I.
Section 1. Oklahoma Law Enforcement Accreditation Coalition
The Oklahoma Law Enforcement Accreditation Coalition (OLEAC), hereafter referred to as the Coalition, is a component of the Oklahoma Association of Chiefs of Police (OACP) and is subordinate to the Oklahoma Association of Chiefs of Police Executive Board, hereafter referred to as the Executive Board
The Coalition is comprised of members from accredited agencies, agencies that are actively pursuing accreditation through the Oklahoma Law Enforcement Agency Accreditation and Professional Standards Program, or those who are interested in learning about the accreditation process. The members are appointed by the Chief Law Enforcement Officer of each eligible agency. It is intended for appointees to be individuals who have demonstrated support for the accreditation program by acting as accreditation mangers, accreditation assessors, or those who have a desire to become knowledgeable about law enforcement accreditation.
Additionally, other individuals who have demonstrated knowledge relating to law enforcement accreditation and a desire to promote the program objectives may be appointed to the Coalition as at-large members by the Accreditation Commission.
Section 2. The Accreditation Commission
The Accreditation Commission shall be known as the Oklahoma Association of Chiefs of Police, Oklahoma Law Enforcement Agency Accreditation and Professional Standards Program (OLEAA), Accreditation Commission, hereafter referred to as the Commission.
The Commission is comprised of up to eleven (11) members from accredited agencies and may include to two at-large members. The Commission members are selected for one (1), two (2), or three (3) years terms to ensure orderly rotation. New members will be appointed by the Commission that is in place when the vacancy opens.
The Commission is a decision making body in matters approve by the Executive Board.
Section 4. Objectives
The objectives of the Coalition and Commission are to: Increase law enforcement agency capabilities to prevent and control crime; Increase agency effectiveness and efficiency in the delivery of law enforcement services; Increase citizen and employee confidence in the goals, objectives, policies, and practices of the agency; and, Provide Oklahoma law enforcement agencies an avenue for demonstrating that they comply with the standards as set forth by the Commission.
The status of any Coalition or Commission member may be rescinded by a majority vote of the Commission or the members Chief Law Enforcement Officer.
The Chief Law Enforcement Officer of the accredited agency and the Commission members shall maintain membership in the Oklahoma Association of Chiefs of Police.
ARTICLE II
Section 1. Duties of Commission
Commission duties include but are not limited to the following:
a. Advance and perpetuate the Oklahoma Law Enforcement Agency Accreditation and Professional Standards Program in an effort to meet the objectives of the Commission.
b. Conduct meetings using accepted rules of order and maintaining minutes.
c. Elect a committee chairperson from the membership of the Commission. (At-large appointees may not serve as Commission chair)
d. Ensure that standards conform to Oklahoma Statutes, Federal Code, applicable court decisions, and commonly accepted professional law enforcement practices.
e. Develop and conduct accreditation assessor and manager training programs;
f. Ensure that written accreditation procedures are maintained.
g. Ensure that written accreditation assessment team procedures are maintained.
h. Review the progress of agencies that are pursuing accreditation or re-accreditation.
i. Review of assessment team reports
j. Vote on issues regarding the Oklahoma Law Enforcement Accreditation Coalition to include recommendations concerning accreditation and re-accreditation of agencies, revisions to standards, Commission member appointments, etc.
k. Other accreditation related duties assigned by the Executive Board
Section 2. Duties of Chairperson
Commission chairperson duties include but not limited to the following:
a. Schedule Commission meeting dates and ensure that members are notified in a timely manner.
b. Prepare a Commission meeting agenda and disseminate it to members in a timely manner.
c. Preside over Commission meetings in accordance with accepted rules of order.
d. Select a Commission secretary to record meeting minutes.
e. Other accreditation related duties assigned by the Executive Board
Section 3. Duties of Commission Members
Commission member duties include but are not limited to the following:
a. Attend Commission meetings and actively participate in projects and discussions.
b. Accept Commission related assignments and submit appropriate responses as required.
c. Maintain membership in the Oklahoma Association of Chiefs of Police.
d. Serve as assessors and / or instructors for assessor and accreditation manager training.
Section 4. Duties of Coalition Members
Coalition member duties include but are not limited to the following:
a. Attend Coalition and commission meetings and actively participate in projects and discussions but not vote.
b. Accept Coalition related assignments and submit appropriate responses as required.
c. Serve as assessors and / or instructors for assessor and accreditation manager training.
Section 5. The Executive Board Liaison
a. The Executive Board Liaison to the Commission is typically the Accreditation Program Manager.
b. The liaison should attend Commission meetings and report accreditation related projects and activities to and from the Executive Board.
c. The liaison is a non-voting participant.
ARTICLE III
Section 1. Voting
a. Only Commission members may vote on issues regarding accreditation.
b. A majority of Commission members must be present or accounted for before a vote can be taken on official Commission business.
c. Commission members may register votes or comments, assign proxy status, etc., through written documentation, telephonic, or electronic devices prior to the vote.
d. When the Commission votes on the status of an agency accreditation or re-accreditation, Commission members who have a direct relationship with that agency shall abstain from voting.
